When working with Civil Site Design on the AutoCAD platform we find that we can be presented with a Proxy Information window that must be closed to continue loading the drawing.
There a some blocks that are imported during regular use of Civil Site Design that have Civil 3D information attached to them thus causing the following window to display.
To stop the display of the Proxy Information window:
Open Settings
set the Open and Save tab current
uncheck Show Proxy Information dialog box
